Paypal fee change?

It looks like the fee adder for credit card payments through the site is no longer covering all the Paypal fees, for example, I'm now being charged $1.22 on a $20 payment, in previous years it was $0.91.  New rate I'm being charged appears to be 3.60% + $0.50.  

I don't think I changed anything in my Paypal account setup from previous years, I'm still using a PayPal business account, which I think is required for the API capability (correct me if I'm wrong about this).  I looked through the Paypal fee page for commerical transations and the fee rates don't match what I'm being charged now.

Anyone else having this same issue?
