Tie Breaker weekly

For weekly tie breaker on selecting last game points total, does it go by the closest with out going over?

Example one player 42 points and one player 44 points.  But the game ended with 43 total points. 

Who wins? Just curious how they determine that.

Tie-breaker game: This is the game that players guess the total points scored (or if configured, the margin of victory). The tie-breaker game is always shown at the bottom of the football pick sheet. After the game, players are assigned a tie-breaker value equal to the difference in their tie-breaker pick and the actual total points scored (or margin of victory if configured). This value is shown in the weekly standings tab. The player with the lowest tie-breaker value wins the tie-breaker.

It’s just closest not above or below as far as I understand
