The kickoff. There isn't a concept of double deadline as was the case on the old survivorfootball.com site. Instead, if your deadline is after the Thursday game (as is the case with most leagues) what happens is that once the Thursday game starts it gets greyed out on the pick sheet and you will not have the opportunity to pick that game. So if someone in your survivor league wants to use the Thursday game for their pick, they have to get it in before that game's kickoff.

No to the exact moment, but you can set your deadline pretty close to it. The deadline precision is every 15 minutes. Go to your control panel, then 'Edit League Settings'.
