Based on our database system (MSSQL) partial picks is pretty much impossible. Its either all go in, or none with an error reported to the player. If you want me to dig further into a specific player's picks, please enter a Help Desk ticket at support.officepoolstop.com with the player's name.
Managers can check player logs that show when a player landed on the picks page, and when they hit the submit button, plus any error or other status (such as "player tried to submit picks after deadline"). This is located in the Manager Control Panel, in the logs section at the bottom of the right-side column.
